Dog well not stop chewing on his back?
fix the cause not the problem
most itchyness is either lice, fleas, or food allergies...
at 9 he should be on a senior food (unless he is terrbily thin) the richer protein of the adult foods could be part of the problem...
the biggest allergy causers are : Soy, Beef, Pork, Wheat, Corn and mystery meat (meat meal)
as well as household allergins like cleaning chemicals - make sure you dont use too many chemicals on his beddings..

the dog might be allergic to certain food and causing the itch. give your dog anti histamines and see if it improves his need to chew his back.

Just because you haven't seen any fleas does not mean there are none give him a flea bath then see what happens. Also some food containing lots of corn with irritate the skin . look at the first ingredient on the back of the bag try to find one that has meat first.

Sounds like he may be allergic to something.Have him tested by the vets office, and also have them do a skinscrape test to check for mange mites etc that you cant see with your bare eye.Even ONE fleabite,if he in fact is allergic to FLEAS,can cause this behavior.Try some wheatgerm oil in his diet.
Good luck.
