Well. i snip my dogs out even though everyone is saying you can hurt them seriously.. But it can happen i suppose. Take it to a groomer and get all its fur shaved off to where the matt goes up to if you want it to look normal- its fur all even-but get it a coat after-its winter!!, but if the matt is on the belly or somewhere it cant be seen you could try to cut it out (but be careful!!). Failing that, cut it out then layer its fur.. I did that to the top half of my dog and he looks sort of ok.. Yup, definately cute.

If it's just tangled a bit, try some kids detangling spray and comb through it carefully. If it's matted too badly to do this you'll have to get the dog a haircut. I wouldn't suggest doing it yourself unless you're an actual dog groomer because it can be painful (for the dog) and tricky (for you) to shave the matts out of the dog's coat.
