Why is my dog itching with no flees?

i have a shi zu,,,sorry spelling wrong...I never see flees,but he's always scratching..I shave him in the summer,but now it's cold..we live in chicago area..I bathe him in flee bath, this doesn't work...his hair now is about 1 inch long , very thin hair. If he had flees, I'm pretty sure I could see them. but I don't......why is he scratching so much?
